The longer the shutter is open, the more light it lets in. It can also capture more or less movement, effecting the depth of field.

It controls how long the shutter stays open and how much light it lets in. The lower the shutter speed is the better action shots you can take. But if it stay open longer you need to have still objects for the image to be clear.
